Online seminar held on enhancing the transparency of budget information and the budget process

The seminar brought together representatives from the finance ministries of Uzbekistan and Russia, as well as experts from Scientific Research Institute of Finance under the Ministry of Finance of the Russian Federation, the State Budget Policy Department, and the Budget and Tax Research Institute. The session was moderated by program expert Sergey Sudakov and gathered over 100 participants.
In the first session, program expert Antonina Kovalevskaya delivered a presentation on the “Roadmap for Enhancing Budget Transparency in the Republic of Uzbekistan.” She presented ongoing developments by the Ministry of Economy and Finance aimed at implementing a budget transparency index. Special attention was paid to the localization of models and the training of ministry staff in the application of these tools. Future plans for the next stage of work in this area were also discussed.
In the second session, bilateral program expert Yana Polyakova delivered a lecture on “Recommendations for Enhancing Budget and Budget Process Transparency at the Subnational Level: The Case of Uzbekistan.” In her address, she emphasized that one of the key objectives of budget policy is to ensure the country’s economic growth. She noted that achieving this goal requires maintaining a balanced federal budget and low inflation. She also provided detailed information on approaches to budget forecasting, mechanisms for stress-testing key fiscal risks, and systems for managing tax expenditures.
The seminar concluded with a discussion on the potential membership of the Ministry of Economy and Finance of the Republic of Uzbekistan in the International Budget Partnership (IBP) for 2025–2026.
